That puts your deadline about 165 days before expiration. GSA, not you, exercises the renewal by moving your GSA contract into its next five-year option period.

To clear the review, you need $125,000 in Schedule sales for the period and an active SAM.gov registration. You also need a current GSA Advantage catalog and every mass modification accepted. This guide covers your expiration date, the OPEN timeline, exactly what to submit, and what to do after the option is exercised.

<div class="wp-block-buttons class="ez-toc-section" id="Key_Takeaways">Key Takeaways

GSA renews your contract by exercising a five-year option. You never file a renewal application.

A MAS contract lasts up to 20 years: a five-year base period plus three five-year options.

The Option Letter, often called the “210 Letter,” arrives about 210 days before expiration. Your eMod response is due 45 days later, roughly 165 days out.

Your response is a signed affirmation letter, plus a size re-representation and subcontracting plan where they apply. Price changes go in a separate modification first.

Most stalled renewals trace back to admin gaps: no authorized negotiator, expired digital certificate, unsigned mass mods, or a stale SAM.gov record.

If GSA declines the option, the contract expires. Getting back on the Schedule takes a new offer and 8 to 12 months.

What Renewing a GSA Contract Actually Means

A Multiple Award Schedule (MAS) contract is your standing agreement to sell to federal agencies. It does not renew on its own, and you do not reapply for it. Instead, GSA exercises an option already written into your contract under clause I-FSS-163, Option to Extend the Term of the Contract.

Your contracting officer (CO) reviews your record near the end of each five-year period. Then the CO decides whether to move you into the next one. In short, renewal is a performance review with a pass or fail outcome.

The stakes are real. The MAS program closed FY2025 with $50.6 billion in sales across roughly 14,579 active contractors (GSA SSQ+, 2025). Staying in that pool depends on clearing the option review every five years.

How long does a GSA contract last?

A GSA Schedule contract lasts up to 20 years. That total comes from one five-year base period and three five-year option periods. Each option is a separate decision, so reaching year 20 means passing three reviews.

Period

Years

Sales minimum

Renewal gate?

Base period

1 to 5

$100,000 across the period

Yes, at year 5

Option 1

6 to 10

$125,000 across the period

Yes, at year 10

Option 2

11 to 15

$125,000 across the period

Yes, at year 15

Option 3

16 to 20

$125,000 across the period

Contract ends at year 20

Sales minimums per clause I-FSS-639, updated 2024. Three places show it:

Your contract award document. The first pages list the base period and each option period with exact end dates.

GSA eLibrary. Search your company at gsaelibrary.gsa.gov and open your record. The Contract Period field shows your current start and end dates. Agencies buying from you see the same dates.

The Vendor Support Center. Your profile at vsc.gsa.gov lists the current period and any options GSA has already exercised.

Mark the expiration date, then count back 12 months. That is when your internal review should start. GSA’s own review begins about eight months out, and by then your file should already be clean.e, then count back about eight months. That is roughly when GSA starts its review, and it is when you want your file in order.

How Many Times Can You Renew a GSA Contract?

Three times. One five-year base period plus three five-year option periods gives a maximum term of 20 years.

Each option stands alone. For example, GSA can exercise your first option and later decline the second if sales fall short or compliance slips. There is no fourth option.

Reaching year 20 does not have to mean starting from zero, though. GSA offers a Contract Continuity and Streamlined Offer process for successful contractors near the end of their 20-year term (GSA Vendor Support Center). Plan for it about a year before your final option ends.

Check Where Your Contract Stands →

The OPEN Process: How GSA Exercises Your Option

GSA runs every option exercise through a workflow called OPEN, short for Option Process Ensuring iNtegrity. It gives every CO the same criteria and the same timeline (GSA Vendor Support Center). Here is the full sequence, counted in days before your contract expires.

Days before expiration

What GSA does

What you do

About 250

OPEN flags your contract and notifies your CO and contract specialist. Miss it and the renewal stalls while your contract is already inside its final seven months. Consequently, the best practice is an internal deadline 30 days before GSA’s.

Your response is only as good as what goes into it. The next section covers exactly what to send., which is a real problem when the clock is already inside 210 days.

What to Submit With Your Option Letter Response

This is where most renewal guides go vague. Your Option Letter lists its own data requirements, and those govern. In practice, a complete eMod response usually includes the following items.

Affirmation letter on company letterhead. A corporate officer signs it. It affirms nothing has changed in the currently incorporated version of your disclosures: your terms and conditions and your Basis of Award. Older contracts also affirmed their Commercial Sales Practices and Price Reductions Clause discount relationship.

Business size re-representation, if your size changed. Update your size in SAM.gov before the option is exercised (FAR 52.219-28). Check each NAICS code on your contract, because growth can push you over one threshold and not another.

Small Business Subcontracting Plan, if you are “other than small.” Your plan must cover the new option period (FAR 52.219-9). If it expires before the new period starts, submit an updated plan in eMod. Also confirm your eSRS reports are current.

Any other data the Option Letter names. Answer every item, even when the answer is “no change.” Missing items trigger clarification requests that eat into your runway.

Here is the part people get wrong: do not bundle changes If you cannot sign the affirmation because something changed, you cannot fix it inside the option response. Price updates, a new Basis of Award customer, or revised terms go in a separate modification request first (GSA VSC). The same applies to routine admin. GSA exercises options by unilateral modification, so economic price adjustments, additions, and deletions must be finished before the option. Start these mods early, because each one needs its own review.

A complete response still fails if GSA cannot process it. Those admin blockers deserve their own checklist.

Clear These Blockers Before the Option Letter Arrives

GSA publishes a list of the problems that most often delay the OPEN process. Before exercising the option, your CO confirms the following:

Sales minimums. You need $125,000 in Schedule sales for each five-year option period, and $100,000 across the base period (clause I-FSS-639, updated 2024).

Active SAM.gov registration. A lapsed record suspends your eligibility for award and payment, so GSA will not exercise an option over it.

Current GSA Advantage catalog. Stale pricing or missing products make you invisible to buyers on GSA Advantage. COs also read an abandoned catalog as a sign the contract is unused.

Transactional Data Reporting (TDR). As of April 2, 2026, TDR is mandatory for every MAS contract on every SIN under Refresh 31 (gsa.gov, 2026). You must have accepted Mass Mod A909 and be reporting monthly.

Industrial Funding Fee (IFF). Your 0.75% IFF payments must match your reported sales and be paid within 30 days of each quarter end (vsc.gsa.gov).

Performance record. Past performance ratings, unresolved disputes, or compliance findings all weigh on the decision.

GSA is enforcing these criteria. The contractor base fell from 16,108 in FY2024 to about 14,579 in FY2025, a drop of roughly 1,500 contracts in one year (GSA SSQ+, 2025). Many of those were options GSA chose not to exercise.

Keep your records review-ready under TDR

Older renewal guides tell you to track Price Reductions Clause events and update your CSP-1. However, Refresh 31 eliminated the PRC, and CSP-1 is no longer required under TDR (gsa.gov, April 2026). Your review exposure now sits in your transactional data.

Reconcile monthly TDR submissions in the FAS Sales Reporting Portal against your own invoices.

Match each quarterly IFF payment to the sales you reported for that quarter.

Keep order-level records: contract number, SIN, item, quantity, unit price, and order date.

Confirm every product still meets Trade Agreements Act (TAA) country-of-origin rules.

The TDR grace period ends December 31, 2026, and full enforcement begins January 1, 2027 (GSA Interact). As a result, any option reviewed in 2027 will be judged against complete TDR data.

What If GSA’s Review Runs Past Your Expiration Date?

This is a common worry, and the answer depends on your contract. If it includes FAR 52.217-8, Option to Extend Services, the government may extend services for up to six months in total. It can do so in more than one increment.

Treat this as a safety net that belongs to GSA, not a plan you can rely on. The CO decides whether to use it, and it covers services at existing contract rates. Your real protection is a complete response submitted well ahead of the 165-day mark.

If the option is declined outright, however, no extension helps. Here is what that looks like.cise.

What Happens if a GSA Contract Is Not Renewed

If GSA does not exercise your option, your contract ends on its current expiration date. From that point:

You cannot receive new orders through the Schedule. Agencies searching GSA Advantage or GSA eBuy will not find an active contract.

Orders placed before expiration can usually continue to completion under their own terms. Start your own review at least 12 months out.

Letting admin details lapse. An authorized negotiator who left the company, or an expired digital certificate, can freeze a renewal that is otherwise ready.
