What's included

What our GSA Schedule contract management covers

Winning your Schedule is the first step. Keeping it compliant, current, and generating orders is the ongoing job, and we run it with you.

Mass Modification compliance

We review every GSA Mass Modification as it is issued, explain what changed and what it means for your contract, and accept required Mass Mods on your behalf. Refresh 31's Mass Mod A909 carried a 60-day acceptance window, shorter than the usual 90, and contracts that miss it risk cancellation once the grace period ends. Your contract stays aligned with GSA-wide regulatory changes as they happen, not after a deadline has passed.

TDR and IFF reporting

Transactional Data Reporting is now mandatory every month for every SIN, submitted through the FAS Sales Reporting Portal within 30 days of month end. GSA Industrial Funding Fee (IFF) reporting follows each quarter, at 0.75% of Schedule sales, due within 30 days of quarter end. Missing either one is among the most common reasons a compliant contract turns into a flagged one.

GSA contract compliance monitoring

We check your contract against current requirements before GSA does, verify your reporting and sales history are on track, and flag issues while there is still time to fix them.

GSA contract renewal and modifications

Your Schedule should change as your business does. We handle the full range of modifications: adding new products or service offerings, adding new SINs to expand your contract's scope, processing Economic Price Adjustments, GSA contract price list updates, removing discontinued items, and updating administrative details. We also manage your GSA Schedule option period renewal so the contract keeps running past its five-year marks.

GSA contractor assessment support

When GSA schedules a contractor assessment, we prepare your documentation and represent you through the review, so it stays routine, not stressful.

Customized GSA Schedule contract training

We train your team on the GSA Schedule rules that apply to your specific contract, from TDR reporting to catalog updates.

FAS Catalog Platform (FCP)

We manage your product and pricing data inside GSA's FAS Catalog Platform, so your listings stay accurate and buyers can find you on GSA Advantage.

GSA OIG audit support

If the GSA Office of Inspector General opens an audit, we prepare your records and guide you through every step of the review.

Mass Mod support

We accept every required modification on time so your contract terms stay current.

GSA Advantage catalog maintenance

Pricing and product data kept current so buyers can still find and order from you.

Why post-award GSA contract support matters more than the award

Non-compliance ends contracts

GSA reduced its MAS contractor base from 16,108 in FY2024 to approximately 14,579 in FY2025, roughly 1,500 contracts removed in a single year. Missed reporting and unmet sales minimums are the most common reasons.

TDR is not optional anymore

As of Refresh 31 on April 2, 2026, Transactional Data Reporting is mandatory for every SIN. Offers and contracts that are not TDR-compliant get rejected or flagged, not grandfathered in.

An outdated catalog is invisible

Contracting officers skip listings with stale pricing or missing product data. A contract that is technically active but poorly maintained on GSA Advantage generates no orders regardless of how strong the pricing is.

What managing a GSA Schedule contract requires right now

These are the standing requirements every active GSA Schedule contract must meet. Our GSA Schedule maintenance services cover all of them on an ongoing basis, not just when a deadline is close:

  • Monthly Transactional Data Reporting, due within 30 days after month end
  • Quarterly Industrial Funding Fee payment, 0.75% of Schedule sales, due within 30 days of quarter end
  • Annual SAM.gov registration renewal, since a lapse suspends payment eligibility
  • Accepting required Mass Modifications within their acceptance window, 60 days under Refresh 31
  • Meeting minimum sales thresholds each contract period, $100,000 in the base period and $125,000 per option period
  • GSA Advantage catalog maintenance with accurate pricing and product data
  • GSA contract price list updates whenever your pricing changes, within the 10% per category item per year cap unless justified

Staying current with GSA reporting requirements is what keeps most of this in the background. Once one item is missed, it tends to compound: a lapsed SAM.gov registration blocks payment, a missed Mass Mod puts the whole contract at risk, and a stale catalog makes an otherwise compliant contract invisible to buyers. Under TDR, Commercial Sales Practices (CSP-1) disclosures are no longer required, but your contract still has to reflect the Refresh 31 terms, and we make sure it does.

GSA contract renewal and modification support we handle

Your Schedule is not static. As your business changes, your contract has to change with it. We provide GSA contract modification support across every type GSA recognizes:

Add or remove items

Add new products or service offerings as your catalog grows, and remove discontinued items so the catalog stays accurate.

Add new SINs

Add new Special Item Numbers to expand the scope of what your contract already covers.

Economic Price Adjustments

Prepare and submit EPA modifications when your Schedule pricing needs to change, within GSA's annual cap.

GSA contract price list updates

Update your published price list and GSA Advantage catalog so what buyers see matches your contract.

GSA Schedule option period renewal

GSA reviews each five-year option about 210 days out. We track the date, respond to the option letter in eMod, and keep your sales above the $125,000 minimum.

Administrative changes

Update company contact information, business policies, and other administrative records on the contract.

2026 compliance note. Transactional Data Reporting became mandatory for every Special Item Number under Refresh 31 on April 2, 2026. Contractors who have not accepted Mass Mod A909 risk contract cancellation. The grace period ends December 31, 2026, and full enforcement begins January 1, 2027. Compliance is not a one-time task. It is the ongoing cost of holding a Schedule.

Common questions

GSA contract management services, answered directly

What do your GSA contract management services include?

Mass Modification compliance, monthly Transactional Data Reporting, quarterly Industrial Funding Fee reporting, GSA contract compliance monitoring and assessments, GSA Advantage catalog and price list updates, contract modifications such as adding items, adding SINs, and Economic Price Adjustments, and support for your GSA Schedule option period renewal.

How do I keep my GSA Schedule contract compliant?

Report sales monthly under TDR, pay the Industrial Funding Fee each quarter, keep your SAM.gov registration current, accept every required Mass Modification inside its window, meet the minimum sales thresholds for your contract period, and keep your GSA Advantage catalog accurate. Missing any one of these can put an otherwise active contract at risk. We manage all of them on an ongoing basis.

How often is GSA Industrial Funding Fee (IFF) reporting and TDR due?

Transactional Data Reporting is due monthly, within 30 days after each month ends, through the FAS Sales Reporting Portal. The Industrial Funding Fee is 0.75% of your GSA Schedule sales and is due quarterly, within 30 days after each quarter ends. TDR became mandatory for every Special Item Number under Refresh 31 on April 2, 2026.

Can you handle GSA Advantage catalog maintenance and price list updates?

Yes. We keep your GSA Advantage catalog current with accurate pricing and product data, and we prepare and submit the modifications needed for GSA contract price list updates, including Economic Price Adjustments, within GSA's cap of a maximum 10% increase per category item per year unless justified.

Do you support GSA Schedule option period renewal?

Yes. GSA reviews each five-year option period about 210 days before your contract expires. We track your expiration date, respond to the option letter through eMod, confirm your sales are above the $125,000 option-period minimum, and clear any outstanding Mass Modifications so the option review does not stall.

What happens if I do not accept a required Mass Modification?

Your contract risks cancellation. Refresh 31's Mass Mod A909 carried a 60-day acceptance window, and contracts that have not accepted it face cancellation once the grace period ends December 31, 2026, with full enforcement beginning January 1, 2027.
